the problem with an argument like this is it just as easily applies to the republicans. while Carter might have passed the housing bill, the republicans had enough control at various stages in the past that they could have made changes if wanted. having worked in congress for 6 months I can assure you it's not exactly what the average population would envision. i think it's something more simple. legislation is often passed to benefit a certain group and no thought is given to the consequences beyond that group. so I would say it's more an issue with the law of unintended consequences that purposefully maufacturing a crisis (though it can happen).
